Add the app to your Home Screen first (Safari → Share → Add to Home Screen), open it from there, then turn on notifications in the app's Settings. iPhone only allows web app notifications from the Home Screen.
Android and desktop
Turn on notifications in Settings and allow them when your browser asks.
